European Social Found

The European Social Fund promotes active labour market policy attaching particular importance to human development. The Fund responds to the needs of youngsters and the elderly, supports the socially excluded and assists career development and return to the labour market of discriminated social groups.

Under ESF during the programming period 2004-2006, the VLO in Gdańsk carried out the following EU-funded projects: The Integrated Regional Operational Programme (Measures: 2.1; 2.2; 2.3; 2.4) and Sectoral Operational Programme Human Resources Development (Measures 1.2; 1.3).
The programming period 2007-2013 creates new prospects for human development, comprised in the Human Capital Operational Programme (HC OP) co-financed by the ESF. In the current financial perspective the VLO in Gdańsk is responsible for implementation of Measure 6.1: „Improvement of access to employment and support for professional activity in the region”. The Measure aims at increasing employment and social cohesion in Pomerania. Measure 6.1 HC OP creates opportunities for the unemployed, especially those who are underprivileged in the labour market, e.g. women, the disabled and persons over 45 years of age.
HC OP (Measure 6.1) offers the following support for Pomeranians:
  • for the projects aiming at employment activisation of the unemployed, e.g. trainings, workshops, volunteering, psychological and counselling support, employment activisation programmes (internships, apprenticeships, labour exchange, vocational counselling, subsidized employment),
  • for the informational and promotional projects, e.g. informing on job vacancies, trainings, internships, alternative and flexible forms of employment, organisation of promotional campaigns and informational events,
  • for research projects, e.g. conducting, publishing and dissemination of studies and analyses of regional labour market,
  • for the projects improving qualifications of labour market institutions with the exception of Public Employment Services.
The tasks of the Voivodeship Labour Office in Gdańsk during the years 2007- 2013 include:
  • informing project initiators on opportunities of the EU support,
  • making calls for funding applications,
  • evaluation of applications by the Project Evaluation Commission,
  • signing contracts and transfer of funds to project initiators,
  • accounting, reporting, monitoring and project supervision.
Via the Information Points (Measure 6.1 HC OP) current and prospective Beneficiaries are invited to obtain information concerning:
  • procedures and deadlines for applications within HC OP Measure 6.1,
  • system of HC OP realisation, as well as project dissemination obligations,
  • eligibility of expenses within HC OP,
  • preparation of project funding applications,
  • procedures of evaluation and selection of the projects.
